AN ACT to repeal and re-enact with amendments sections
17.400, 17.401(h), 17.403, 17.404(2), and 17.406 of the
Howard County Code, Title 17, "Public Protection Services,"
Subtitle 4, "Consumer Protection," for the purpose of
amending the definition of consumer; adding the word
"merchandise" and/or "goods" to the section enumerating
certain deceptive or unfair trade practices and elsewhere in
the subtitle; adding the word "merchandise" and clarifying
other language in the section providing a private right of
action; and clarifying language pertaining to other words
and phrases in the subtitle.

AN ACT to add Title 23 "Insurance" to the Howard County
Code for the purpose of ensuring that Howard County
government will provide an adequate comprehensive insurance
program through a combination of commercially purchased
insurance and self-insurance and establishing the Howard
County Self-Insurance Program Fund.

AN ACT Amending Subsection 4 of Section 3.109 "Local
Amendments to the BOCA Code" of Title 3 "Buildings" of the
Howard County Code to provide for adoption of a new building
code fee schedule.

Fire Companies" of the Howard County Code in order to
designate the special district tax by its popular name; to
permit the tax to be used for fire suppression, prevention
and related functions and for emergency medical services in

a volunteer fire company; to transfer from the County
Council to the County Executive the authority to regulate
