AN ACT for the purpose of authorizing the County to
establish a plan for the voluntary deferral of certain
compensation of qualified County employees, including
elected officials, under provisions of the Internal Revenue
Code and to provide generally for the establishment and
administration of said deferred compensation plan, by adding
new Sections 20-97 through 20-102 under new Article V.
Baltimore County Employees Deferred Compensation Plan to the
Baltimore County Code, 1978, title "Pensions and
Retirement".

AN ACT to establish a special permanent capital
revolving fund from which certain volunteer fire, ambulance,
and rescue companies may borrow monies to finance the
purchase of major firefighting, ambulance and rescue
equipment; to finance land acquisition when needed for
expansion, location and relocation; to finance the costs for
construction, reconstruction, rehabilitation and repair,
including architects and engineering fees, for facilities of
said companies; to establish procedures for said companies
to borrow such monies; to provide for the administration and
the disposition of such funds, by adding new subsection (5)
to Section 11-28 under Article III. Borrowing Power in
Connection With Public Facilities, title "Finance and
Taxation" of said code; and by adding new Sections 12-21
through 12-24 to new Article III. to be designated "Capital
Revolving Financing Fund - Volunteer Fire, Ambulance and
Rescue Companies" under title "Fire Protection" of said
code.
WHEREAS, the County recognizes that the service
rendered by volunteer fire, ambulance and rescue companies
in the County is a valuable public service to its citizens
and is an extension of such services provided by the County
Fire Department; and
WHEREAS, in further recognition of such service, the
County desires to provide financial assistance to said
volunteer fire, ambulance and rescue companies so that they
may continue to be of service to the public; and
WHEREAS, the County has determined that the creation of
the Fund described herein is for a public purpose and for
the benefit and protection of the public health, safety and
welfare.
