AN ORDINANCE to repeal and reenact, with amendments,
Sections 15-410(a), (b), (c), (e) and (h), and 15-411 of the
Anne Arundel County Code (1967 Edition and Supplements),
Title 15, "Public Works", Subtitle 2, "Water and
Wastewater"; to add new subsection 15-410(c) to said Code,
Title, and Subtitle; to authorize the promulgation of
regulations setting forth additional criteria for a petition
to extend water and wastewater facilities; to provide that
the Director of the Department of Public Works and the Board
of Appeals shall consider the requirements of any such
regulations in reviewing petitions; to make other
clarifications in the said petition procedure; and matters
generally related thereto.

AN ORDINANCE to repeal and reenact, with amendments,
Sections 2-100 and 2-103 of the Anne Arundel County Code
(1967 Edition and Supplements), Title 2, "Board of Appeals",
Subtitle 1, "Generally"; to repeal Sections 2-101 and 2-102
and to enact new Sections 2-101 and 2-102 in lieu thereof in
said Code, Title and Subtitle; to repeal and reenact, with
amendments, Section 2-200 of said Code and Title, Subtitle
2, "Rules of Practice and Procedure"; to delete from the
Code language concerning the County Board of Appeals which
appears in the Charter of Anne Arundel County; to recodify
the right of appeal by the Planning and Zoning Officer to
the Board; to recodify the excusal from payment of the
filing fee by the Planning and Zoning Officer in appeals to
the Board; to establish that ex parte communications with
members of the Board constitute a misdemeanor and to specify
penalties therefor; to provide for a per diem expense
allowance for members of the Board; to repeal the rules of
practice and procedure of the board; to establish a
procedure for adoption and amendment by the Board of rules
of practice and procedure; to provide for periodic review of
the rules; to provide for the publication of any rules
approved by the County Council as an appendix to the County
Code; to approve rules of practice and procedure as adopted
by the Board; to provide for the filing of certified copies
of these rules; and matters relating generally thereto.
