wastes; and
WHEREAS, the people and public officials of this County
have planned for the future disposition of solid waste to be
generated in this County beyond the end of the twentieth
century; and
WHEREAS, the planning and construction of similar
facilities in certain surrounding jurisdictions has not kept
pace with the demand for the capacity to dispose of waste
generated in those jurisdictions; and
WHEREAS, the citizens of Anne Arundel County, Maryland
and their elected officials have no obligation to provide
such facilities for the benefit of other Maryland
subdivisions; and
WHEREAS, as a result of the conditions in these
jurisdictions, continually enlarging amounts of solid waste
generated elsewhere in the State of Maryland is being
transported to Anne Arundel County for deposit in a landfill
owned and operated by Anne Arundel County; and
WHEREAS, such increased, unplanned, and unanticipated
utilization of a valuable and limited resource has caused
and will continue to cause an unfair, harsh, and heavy
burden on the resources of Anne Arundel County; and
WHEREAS, in order to properly handle and dispose of the
unanticipated and excessive burden of intrastate solid
waste, it will become necessary to research, plan, license,
construct, operate, and maintain new and expanded facilities
which would be unnecessary in the absence of this burden;
and
WHEREAS, it is the finding of the County Council of
Anne Arundel County, Maryland, that it is reasonable, fair,
and proper that the solid waste which has precipitated the
situation and which is the subject of this enactment bear
the burden of its resolution;

AN EMERGENCY ORDINANCE to repeal and reenact, with
amendments, Sections 1-215 I. F. and 1-215 IV. A. and to add
new Sections 1-217 (B) (81A) and (103A) to the Anne Arundel
County Code (1967 Edition and Supplements), Title 1,
"Administration", Subtitle 2, "Personnel", Article II,
"Classified Service"; to add additional job titles and
salary grades and to add the following standards for the
positions of Criminal Justice Coordinator and Classification
Officer, and matters generally related thereto.
