been fully accomplished; to strike a reference to the State
"Board of Health" and insert the "Secretary of Health and
Mental Hygiene" in lieu thereof; to strike the term
"welfare" where it appears in relation to the departmental
name and function and insert "social services" in lieu
thereof; to correct certain grammatical errors and semantic
inconsistencies; to clarify the continuing responsibility of
the County Executive and County Council to maintain a
classification plan, a pay plan, and personnel rules; to
submit said amendments to the qualified voters of Anne
Arundel County, Maryland for their adoption or rejection;
and matters related thereto.

AN ORDINANCE to repeal and reenact, with amendments,
Section 13-400 (a) (3) of the Anne Arundel County Code (1967
Edition and Supplements), Title 13, "Planning and Zoning",
Subtitle 4, "General Development Plan"; to repeal and
reenact, with amendments, the sixth paragraph on page 4-11
of the Anne Arundel County Master Plan for Water Supply and
Sewerage Systems, F.Y. 1980-1999, as adopted by the County
Council by Bill No. 20-80; to modify the description of
certain wastewater treatment facilities proposed for
construction on the YMCA, Camp Letts property, in the
Broadwater Sewer Service Area.

AN EMERGENCY ORDINANCE to repeal and reenact, with
amendments, Section 11-410A (b) of the Anne Arundel County
Code (1967 Edition and Supplements), Title 11, "Health and
Welfare", Subtitle 4, "Sanitary Landfills", as amended by
Bill 104-79, to prohibit the disposal at County-owned or
operated landfills of solid waste originating or generated
from outside the County, and providing that the Department
of Public Works is authorized to adopt and maintain rules
and regulations to enforce and administer this ordinance.

Effective Date July 21, 1980.
