AN ORDINANCE to amend the Charter of Anne Arundel
County, Maryland, by repealing and reenacting, with
amendments, Article IV, "The County Executive", Section 405,
"Powers and duties of the office", sub-section (i); by
repealing and reenacting, with amendments, Article V, "The
Executive Branch", Section 504, "Director of
Administration", Section 507, "Departments", Section 512,
"General powers and duties of the Controller", Section 522,
"Duties of the office (civil defense)", and Section 544,
"Functions of the police department"; by repealing Article
VI, "County Board of Appeals", Section 606, "Composition and
functions of appeal tax court"; by repealing and reenacting,
with amendments, Article VIII, "Merit System", Section 808,
"Grounds for removal of permanent employee" and Section 813,
"Prohibited practices", sub-section (b); to strike all
reference to an Appeal Tax Court; to change the name of the
Office of Civil Defense to the Office of Emergency
Preparedness MANAGEMENT and each reference thereto; to
change the name of the Department of Welfare to the
Department of Social Services and any reference thereto; to
clarify the duties and functions of the Controller and the
Police Department; to strike as a reason for an employee
disciplinary action the status of being a subversive person;
to strike the provision relating to the prohibition against
the participation in political activities by county officers
and employees; to submit said amendments to the qualified
voters of Anne Arundel County, Maryland for their adoption
or rejection; and matters generally related thereto.

AN ORDINANCE to amend the Charter of Anne Arundel
County, Maryland by repealing and reenacting, with
amendments, Article V, "The Executive Branch", Section 553,
"Composition; functions; administration under state and
county law (Department of Health)" and Section 554,
"Composition; functions; administration under state and
county law (Department of Welfare)"; by repealing and
reenacting, with amendments, Article VIII, "Merit System",
Section 801, "Classification and pay plan and rules
affecting costs"; to strike from the Charter certain
language that required certain acts to be performed within
specified periods after the Charter was initially adopted,
all of said acts having been performed; to strike from the
Charter certain language which related to the transition
from the prior county commissioner form of government to the
