amendments, Section 17-612(a) of the Anne Arundel County
Code (1967 Edition and Supplements), Title 17, "Taxation",
Subtitle 6, "Water and Wastewater Charges and Assessments",
to alter certain provisions relating to the recommendation
to and adoption by the County Council of rates for front
foot assessments for construction of lateral water and
wastewater lines and appurtenances.

AN ORDINANCE to amend the Charter of Anne Arundel
County, Maryland, by repealing and reenacting, with
amendments, Article II, "The County Council", Section 201,
"Composition", subsection (b), "Mode of Election"; by
repealing and reenacting, with amendments, Article III, "The
Legislative Branch", Section 310, "County Auditor"; by
repealing and reenacting, with amendments, Article IV, "The
County Executive", Section 401, "Nature and term of office,
etc."; by repealing and reenacting, with amendments, Article
V, "The Executive Branch", Section 524, "Duties and
functions of the office of central services", and Section
550, "Recreation advisory board"; by repealing and
reenacting, with amendments, Article VI, "County Board of
Appeals", Section 602, "Powers and functions of county board
of appeals"; by repealing and reenacting, with amendments,
Article VII, "Budgetary and Fiscal Procedures", Section 718
"Composition and limitation upon county funds and levies,
etc."; by repealing Article VIII, "Merit System", Section
811, "Present employees in classified positions"; by
repealing and reenacting, with amendments. Article VIII,
"Merit System", Section 814, "Pensions of persons not a part
of the state retirement system"; by repealing and
reenacting, with amendments, Article IX, "Centralized
Purchasing", Section 911, "Furthering Legislation", and
Section 912, "Effective date of this article"; by repealing
and reenacting, with amendments, Article X, "Miscellaneous",
Section 1007 "Compilation of laws", sub-section (a) "Code of
laws", Section 1008, "County seal", and Section 1011,
"Custody of papers and records"; by repealing Article XI,
"Transitory Provisions", Section 1101, "Nature of this
article", Section 1103, "Special election, etc."; Section
1104, "Terms of office, etc.", Section 1105, "Time certain
articles become effective", Section 1106, "The existing
county commissioners", and Section 1109, "Existing officers
and employees"; and by repealing and reenacting, with
amendments, Article XII, "Manner of Terminating this Charter
and Making Amendments thereto", Section 1203, "Decennial
charter revision commission"; to remove from the Charter
certain language that required certain acts to be performed
within specified periods after the Charter was initially
adopted, all of said acts having been performed; to remove
from the Charter certain language which related to initial
establishment of particular bodies or activities after the
