AN ACT, with Amendments, concerning certain nuisances in
Kent County for the purpose of defining a nuisance and
providing for the abatement of such nuisances in Kent County
through certain enforcement procedures.

AN ACT authorizing and empowering County Commissioners
of Kent County, Maryland to issue and sell, from time to
time, its industrial development revenue bonds, designated
"Kent County, Maryland, Industrial Development Revenue Bonds
(Kent Research & Mfg., inc. Project)" in an aggregate
principal amount not exceeding $1,000,000 pursuant to the
provisions of Sections 266A through 266-I, inclusive, of
Article 41 of the Annotated Code of Maryland (1978
Replacement Volume and 1979 Cumulative Supplement) in order
to loan the proceeds thereof to Kent Research & Mfg., inc.,
a Maryland corporation (the "Industrial Concern"), for the
sole and exclusive purpose of financing the acquisition by
the Industrial Concern of a certain industrial building or
buildings in Kent County as provided in this public local
law; to authorize the issuance of notes in anticipation of
the issuance of such industrial development revenue bonds
pursuant to the provisions of Section 12 of Article 31 of
the Annotated Code of Maryland (1976 Replacement Volume and
1979 Cumulative Supplement); to make certain legislative
findings, among others, concerning the public benefit and
purpose of the industrial development revenue bonds; to
provide that such industrial development revenue bonds (a)
shall be payable solely and only from revenue derived from
payments by such Industrial Concern on such loan and (b)
shall not ever constitute, within the meaning of any
constitutional provision, statutory limitation or otherwise
(i) an indebtedness of County Commissioners of Kent County,
Maryland or any other political subdivision in the State of
Maryland or (ii) a charge against the general credit or
taxing powers of the County; to provide that this public
local law shall constitute a statement of the willingness,
bona fide present intent and commitment to issue the revenue
bonds so authorized; to provide for the private (negotiated)
sale of such industrial development revenue bonds unless the
Board of County Commissioners of Kent County, Maryland, upon
the request of the Industrial Concern, shall determine by
resolution to sell such revenue bonds at public sale; to
provide that the Board of County Commissioners of Kent
County, Maryland, shall determine administratively by
resolution at or prior to the sale of the revenue bonds the
amounts and dates of any series of such industrial
development revenue bonds, the maturity or maturities, the
