annexation and has verified that the persons signing the
petition represent at least 25% of the persons who are
eligible property owners in the area to be annexed, all as
of December 10, 1979, as will more particularly appear by
the certification of Kenneth M. Haensler, Director of Public
Works of the City of Salisbury, attached hereto; and
WHEREAS, It appears that the consents meet all the
requirements of the law.

entitled "Corporations - Municipal" to amend the Charter of
The Commissioners of Secretary by adding a new Section 19-16
of the Code of Public Local Laws of Dorchester County, 1974
Edition, to be entitled "Industrial and Commercial
Development", providing for the City to be empowered to
provide funds for industrial and commercial development and
to apply for and make loans and/or grants to private
businesses or concerns.
