before any special election can be held.
There is no primary election provided for;
only a general election will be held in the
election of the Commissioners.
The Commissioners have the power to borrow
unlimited sums of money, but must provide for
repayment thereof within five (5) years.
There is no merit system or classified
service provided for town employees.
The St. Michaels Utilities Commission is
created, consisting of three (3) registered
voters in the town, who shall be appointed by The
Commissioners of St. Michaels, each to serve for
a three (3) year term and the terms to be
staggered, officers to be appointed by the
Utilities Commission, with power by the Utilities
Commission to conduct its own operation subject
to the approval by The Commissioners of St.
Michaels for expenditures which exceed certain
dollar limits. Certain investment reserves are
provided for much as were provided for in the old
charter, again with controls being exercised by
The Commissioners of St. Michaels.
As required by changes in State law, there
will no longer be any property ownership
requirement to vote or run for office; a person
over the age of eighteen (18) years who has been
a bona fide resident of the town for six (6)
months and who is registered to vote is a
qualified voter; a person over the age of
eighteen (18) years who has been a bona fide
resident of the town for one (1) year and who is
a qualified voter may run for office.
Complete copies of the proposed charter are
available in the Town Office. The proposed
charter was adopted by The Commissioners of St.
Michaels at its regular monthly meeting held on
January 8, 1980, and the Charter will become
effective on February 27, 1980, unless on or
before February 17, 1980, there shall be
presented to The Commissioners of St. Michaels,
or mailed to The Commissioners of St. Michaels by
Registered Mail, a petition signed by twenty
percent (20%) or more of the qualified voters of
the town requesting that the proposed charter be
submitted on referendum to the voters of the
town. Each person signing any such petition
shall indicate thereon both his name and
residence address.
