MUNICIPAL CHARTERS
WHEREAS, the Mayor and City Council has determined that
the designation of City Councilmen as Commissioners of the
respective departments of the City government is
inconsistent with professional City administrative
management;
NOW THEREFORE,
[Section 18 of the Charter of the City of Cumberland,
Allegany County, repealed and reenacted, with amendments.
Effective Date December 31, 1980]
ANNEXATION RESOLUTION
A Resolution of the Mayor and City Council of
Cumberland, to enlarge the corporate boundaries of the City
of Cumberland and thereby amend the Charter of the City of
Cumberland.
WHEREAS, GAL Limited Partnership is the owner of a
tract of land consisting of 98.86 acres lying contiguous to
the corporate limits of the City of Cumberland near Piedmont
Avenue and Holland Street Extended; and
WHEREAS, GAL Limited Partnership desires to have said
tract of land annexed to the City of Cumberland and to
become a part of the City of Cumberland and has, by
Agreement dated January 21, 1980, with the Mayor and City
Council of Cumberland, consented to such annexation; and
WHEREAS, GAL Limited Partnership is the owner of one
hundred percent of the area to be annexed; and
WHEREAS, the Mayor and City Council of Cumberland,
pursuant to said Agreement, has caused this Resolution to be
introduced in regular session for the purpose of providing
that the existing corporate boundaries of the City of
Cumberland be extended to include the area hereinafter
particularly described; and
WHEREAS, the Mayor and City Council of Cumberland will
cause a notice of the proposed enlargement of the corporate
boundaries of the City of Cumberland to be published not
less than four (4) times at weekly intervals in the
Cumberland Evening Times, a newspaper of general circulation
in the City of Cumberland, Maryland, and the area to be
annexed, said notice describing the proposed enlargement and
circumstances thereto and specifying the time, date and
place at which a public hearing would be held on the
