including consulting contracts, can be handled more
expeditiously if they are submitted to the Board on a
separate Department of Transportation agenda;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY
VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, DO HEREBY PROCLAIM
THAT EXECUTIVE ORDER 01.01.1971.14 IS AMENDED IN THE
FOLLOWING MANNER:
The Executive Order dated January 20, 1969,
relating to approval of all State consulting
contracts by the Department of Budget and
Procurement (now the Department of Budget and
Fiscal Planning) shall not be applicable to the
Department of Transportation. However, the
Department of Transportation, before it enters
into any consulting contract, [shall submit said
contract to the Department of Budget and Fiscal
Planning and the Department of Budget and Fiscal
Planning] shall include such contract on its
agenda for the Board of Public Works' meeting, to
be submitted for the Board's approval in
accordance with [Article 41, Section 207(f)]
TRANSPORTATION ARTICLE, § 2-103(H) of the

MARYLAND INDUSTRIAL TRAINING PROGRAM REORGANIZATION
WHEREAS, The Maryland Industrial Training Program was
established pursuant to Joint Resolution 19 of the Acts
of 1968 and has been in operation and administered by
the Division of Vocational-Technical Education of the
State Department of Education since 1969; and
WHEREAS, The Maryland Industrial Training Program is an
important inducement to the location of new industry
and the expansion of resident industry in Maryland; and
WHEREAS, The Program essentially consists of short-term
training designed primarily to meet specific needs of
particular businesses, and thus is an economic
development tool rather than an educational process;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY
VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
