AN ACT concerning

Recordation Tax - Refinancing Exemption

FOR the purpose of providing an exemption for a certain
amount from the recordation tax for certain mortgages
or deeds of trust for refinancing by original
mortgagors; and clarifying language and structure.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
(as enacted by Chapter 233 of the Acts of the General
Assembly of 1978) be repealed, amended, or enacted to read
as follows:

Article 81 - Revenue and Taxes

277.

(a) (1) [A tax is hereby imposed upon every
instrument of writing conveying title to real or personal
property, or creating liens or encumbrances upon real or
personal property, offered for record and recorded in this
State with the clerks of the circuit courts of the
respective counties, or the clerk of the Superior. Court of
Baltimore City, and on instruments of writing described in
subsections (s) and (t) hereof filed with the State
