Article - Education
5-203.

(a)  The State Board shall establish a State committee
on the school bus formula that shall consist of
representatives from all areas of school transportation.

(b) (1) The committee shall meet at least twice each
year in January and July.

(2) EACH MEMBER OF THE COMMITTEE WHO IS NOT
EMPLOYED OR REIMBURSED BY A LOCAL SCHOOL SYSTEM IS ENTITLED
TO REIMBURSEMENT FOR TRAVEL EXPENSES TO AND FROM COMMITTEE
MEETINGS UNDER THE STANDARD STATE TRAVEL REGULATIONS, AS
PROVIDED IN THE STATE BUDGET.

(c)  The committee shall review and make
recommendations in the Maryland school bus formula to
reimburse the counties for the cost of student
transportation.

(d)  The recommendations of the committee shall be made
to the State Superintendent and the State Board.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed House Bill 179.

This bill would amend Section 5-203 of the Education
Article by providing reimbursement for the travel expenses
of members of the School Bus Formula Committee. House Bill
1172, which was enacted by the General Assembly and signed
by me today, revamps the entire Pupil Transportation System
and repeals existing Section 5-203 of the Education Article.

Because the provisions of House Bill 179 conflict with
the provisions of House Bill 1172, I have decided to veto
this bill.
