FOR the purpose of mandating that the Maryland
Transportation Authority reconstruct, improve, and
maintain the Emmitsburg Pike, Route 15, in Frederick
County as a transportation facilities project;
providing the Authority with certain powers; providing
for conformance with other provisions; providing for
trust agreement conditions; and providing for the
treatment of tolls.

Preamble

WHEREAS, The Department of Transportation has issued
the Consolidated Transportation Program for fiscal years
1981-1986 in which the Emmitsburg Pike, United States Route
15, in Frederick County is scheduled for reconstruction in
four separate projects; and

WHEREAS, The four projects are scheduled as follows:

(1) Pennsylvania Line to Orndorff road, 5.29
miles, to be completed in fiscal year 1981, total cost
$8,180,000.

(2) Orndorff Road to Western Maryland Railway,
3.46 miles, to be completed in fiscal year 1983, total cost
$9,651,000.

(3) Western Maryland Railway to Kellys Store
Road, 3.61 miles, to be placed under construction in fiscal
year 1984 and completed in fiscal year 1986, total cost of
$16,403,000 of which $15,454,000 is for the construction
contract to be awarded for commencement in fiscal year 1984.

(4) Kellys Store Road to Putnam Road, 2.67
miles, to be placed under construction in fiscal year 1984
and completed in fiscal year 1986, total cost $11,126,000 of
which $10,089,000 is for the construction contract to be
awarded for commencement in fiscal year 1984; and
