SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 702.

This bill makes a number of changes in the law that
provides for reservation of residential parking spaces for
exclusive use of a permit holder who is handicapped. Under
the bill, the Motor Vehicle Administration is authorized to
use the facility of the Medical Advisory Board for obtaining
review and recommendation as to the permanency or severity
of a permit holder's disability.

House Bill 1130, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
702.

AN ACT concerning

Creation of a State Debt Maryland Transportation
Authority - Emmitsburg Pike - U.S. Route 15

FOR the purpose of authorizing the creation of a State Debt
in the amount of $25,500,000 $19,800,000, the proceeds
to be used as funds to be made available to the State

Highway Administration of the Department of

Transportation for reconstruction and improvements to
the Emmitsburg Pike, Route 15, in Frederick County; and
providing generally for the issue and sale of bonds
evidencing the loan.
