State Department of Human Resources, have been unable to
develop, either cooperatively or independently, a
comprehensive statewide program for deliverly of service;
now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Legislative Policy Committee is requested to establish a
Commission on Emotionally Disabled Children and Adolescents;
and be it further

RESOLVED, That the Commission members, all of whom
shall serve coterminously and without compensation, should
be:

(1)  A member of the House of Delegates appointed
by the Speaker;

(2)  A member of the Senate of Maryland appointed
by the President;

(3)  The Secretary of Health and Mental Hygiene,
or the Secretary's designee;

(4)  The Secretary of Education, or the
Secretary's designee;

(5)  The Secretary of the Department of Human
Resources;

(5) The Secretary of Budget and Fiscal Planning
or the Secretary's designee;

(6) The Director of the Office for the

Coordination of Services to the Handicapped or the

Director's designee;

(7) The Director of the Office for Children and
Youth or the Director's designee;

(6)  Three ex officio members to represent the
following:

(i) The Department of Budget and Fiscal
Planning;

(ii) County health officers; and

(iii) Health systems agencies;

(8) (7) Nine appointees of the Governor to
represent the following:

(i) Direct service providers such as
foster care workers, probation officers, and child
therapists;

(ii) County health officers;
