(iii) (ii) The Mental Health Association
of Maryland from its list of three candidates;

(iv) (iii) A mental health association
local chapter;

(v) (iv) The Threshold-Alliance for the
Mentally Ill from its list of three candidates;

(vi) Health systems agencies;

(vii) (v) The Bar from the Family Court
Division of one of the circuit courts or the juvenile
courts;

(viii) (vi) Parents of emotionally
disabled children or adolescents; and

(ix) (vii) Foster parents; and

(9) (8) From among the Commission members, a
chairman appointed jointly by the Speaker of the House of
Delegates and the President of the Senate of Maryland; and
be it further

RESOLVED, That the Commission, with the Secretary of
Health and Mental Hygiene, should develop a program to
implement the Maryland Community Mental Health Services Act
as it pertains to emotionally disabled children and
adolescents. This program should:

(1)  Delineate all of the essential program
components;

(2)  Determine the criteria for the model of
delivery of service;

(3)  Identify a needs assessment method that will
have statewide applicability;

(4)  Designate roles and responsibilities of the
various local and state agencies serving these children and
adolescents;

(5)  Specify an appropriate balance of public and
private services in the delivery system; and

(6)  Develop a mechanism for the pooling of
purchase-of-care dollars and for their application to cases
on priority bases; and be it further

RESOLVED, That the Commission conduct at least four
public hearing on this statewide program to be held in
various geographical regions of Maryland; and be it further
