(4) The feasibility of other anchorages being
established elsewhere on the Bay;
(5) The adequacy of transportation to and from
the vessels and the adequacy of securing provisions for the
vessels; and
(6) The adequacy of the services provided for
the seamen in the ports of Annapolis and Baltimore; and be
it further
RESOLVED, That this study be conducted by the
Department of Natural Resources, in coordination with the
Departments of Health and Mental Hygiene and Transportation;
that these State agencies, in conducting and preparing this
study shall consult with the United States Coast Guard, the
City of Baltimore, the City of Annapolis, Queen Anne's and
Anne Arundel Counties, the Maryland Watermen's Association,
the Steamship Trade Association, the Association of Maryland
Pilots, and the Maryland Chamber of Commerce; and be it
further
RESOLVED, That the Task Force consist of one member of
the House of Delegates to be appointed by the Speaker of the
House; one member of the Senate of Maryland to be appointed
by the President of the Senate; and one member to represent
the United States Coast Guard to be requested to serve by
the Governor; and ten members to be appointed by the
Governor: One member to represent the Department of Natural
Resources; one member to represent the Department of Health
and Mental Hygiene; one member of the City of Baltimore
Government; one member of the Anne Arundel County
Government; one member of the Annapolis City Government; one
member of the Queen Anne's County Government; one member of
the Talbot County Government; one member of the Kent County
Government; and two citizens of the State of Maryland, one
of whom shall be a resident of the City of Annapolis and one
of whom shall be a resident of Baltimore City; and be it
further
RESOLVED, That appointments should be made by July 1,
1981; and be it further
RESOLVED, That the Task Force members should serve
without salaries, receiving only compensation for expenses
incurred in the performance of their duties; and be it
further
RESOLVED, That the Department of Natural Resources
should provide the necessary staff for the Task Force study
but will not be required to provide funds from its budget
for the preparation of this study, and be it further
RESOLVED, That the Task Force Department of Natural
Resources report its findings and recommendations to the
Governor and General Assembly by January 1, 1982; and be it
further
