WHEREAS, Published evaluation procedures for permits
and licenses would provide for a more predictable decision
making process; and
WHEREAS, Local governments, in development of their
comprehensive plans are attempting to prevent haphazard
development by concentrating growth in urban areas; and
WHEREAS, About 1,400 acres, from an inventory of
approximately 265,000 acres of wetlands, lie within the
corporate city limits of 43 municipalities The City of
Crisfield has within its municipal limits 65 acres of
wetlands; and
WHEREAS,, The City of Crisfield is in need of economic
revitalization; and
WHEREAS, It is in the interests of the State to provide
for revitalization of shorefront areas which have fallen
into disuse or disrepair; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Department of Natural Resources be requested to develop
regulations or guidelines governing its responsibilities
under the Wetlands Act the application of the Wetlands Act
to the City of Crisfield under Section 9-302(a) of the
Natural Resources Article; and be it further
RESOLVED, That such regulations shall specify
procedures by which permit decisions are made and by which
license applications are evaluated; and be it further
RESOLVED, That such regulations shall include special
provisions for balancing economic development and
environmental protection goals in the evaluation of permit
or license applications regarding development within the
corporate limits of cities Crisfield; and be it further
RESOLVED, That the Department of Natural Resources is
to seek agreement with federal agencies which have
overlapping responsibilities on criteria which should be
used in evaluation of proposed developments in
municipalities Crisfield; and be it further
RESOLVED, That the Department shall submit draft
regulations to the Committee on Administrative, Executive,
and Legislative Review no later than August 1, 1981 January
1, 1982.
