JOINT RESOLUTIONS
WHEREAS, The cost of the program is minimal in
comparison to the physical and mental health benefits to the
elderly and the handicapped; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Secretary of Human Resources, the Secretary of Health and
Mental Hygiene, and the State Director of the Office on
Aging be requested to establish a statewide Mail Alert
Program; and be it further
RESOLVED, That the local departments of social services
and local commissions on aging be requested to assist in the
program if the local government does not already have such a
program; and be it further
RESOLVED, That copies of this Resolution be sent to
Charles R. Buck, Jr., Secretary of Health and Mental
Hygiene, 210 West Preston Street, Baltimore, Maryland 21201;
Kalman R. Hettleman, Secretary of Human Resources, 1100
North Eutaw Street, Baltimore, Maryland 21201; the Director
of the Office on Aging, 301 West Preston Street, Baltimore,
Maryland 21201; all directors of local departments of social
services in the State; and all local commissions on aging in
the State.

A House Joint Resolution concerning
Wetlands Permit Review
FOR the purpose of requesting the Department of Natural
Resources to develop guidelines for the evaluation of
permit or license applications under the Wetlands
Act. within the City of Crisfield.
WHEREAS, The Maryland General Assembly in 1970
established the policy of protecting tidal wetlands in
Maryland through the Wetlands Act, Natural Resources
Article, Title 9; and
WHEREAS, The Wetlands Act establishes a permit and
license system which allows for a balancing of economic,
environmental, recreational, and aesthetic values in the
protection of the State's wetlands; and
WHEREAS, In the 10 years of implementation of this Act,
the Department of Natural Resources has evaluated
applications for alterations of wetlands without published
evaluation procedures for balancing these values; and
