RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland delegation to the U.S. Congress is requested to
work for the inclusion of workfare provisions in all welfare
assistance programs; and be it further

RESOLVED, That copies of this Resolution be sent by the
Chief Clerk of the House of Delegates to each member of the
Maryland delegation to the United States Congress.

A House Joint Resolution concerning

Mail Alert Program

FOR the purpose of requesting the Secretary of Human
Resources, the Secretary of Health and Mental Hygiene,
and the State Director of the Office on Aging to work
together to establish a statewide Mail Alert Program
for the elderly and the handicapped in Maryland.

WHEREAS, Many elderly and handicapped persons have
great difficulty in tending to their own needs; and

WHEREAS, The elderly and handicapped are more
vulnerable to criminal attack; and

WHEREAS, Many of the elderly and handicapped feel
neglected and left out of society; and

WHEREAS, Many of the elderly and handicapped have a
great difficulty dealing with illness; and

WHEREAS, A Mail Alert Program will help them deal
better with illness and crime; and

WHEREAS, A Mail Alert Program will enable the elderly
and handicapped to feel more secure in their own homes; and

WHEREAS, A Mail Alert Program will enable volunteer
letter carriers to initiate a process whereby the local
authorities will investigate problems of the elderly and
handicapped at home; and

WHEREAS, Several local unions of the National
Association of Letter Carriers have already volunteered and
are currently participating in Mail Alert Programs in the
State of Maryland; and
