whenever possible solid waste shall be managed so as to
maximize recovery of materials and production of energy.;
and be it further
RESOLVED, That this body urges the Governor to issue an
executive order adopting this as State policy and urging all
State agencies to implement this policy when practicable.

A Senate Joint Resolution concerning
The Murders of Black Children in Atlanta
FOR the purpose of extending the condolences of the State of
Maryland to the families of the slain children and to
the citizens of Atlanta, Georgia; and requesting all
appropriate authorities to aid the municipal
authorities of Atlanta in apprehending the person or
persons responsible for the deaths of these black
children.
WHEREAS, 19 20 23 black children have been cruelly
abducted from their families in and around Atlanta, Georgia
and senselessly slain, and two black children are currently
missing in Atlanta; and
WHEREAS, The brutal murders have inflicted unjustified
shock and painful grief to the families and loved ones of
these 19 29 23 children and to the citizens of Atlanta,
Georgia generally; and
WHEREAS, The senseless killings have deprived Atlanta,
Georgia of some of her most precious assets, namely, her
youth; and
WHEREAS, The General Assembly of Maryland wishes to
express to the families and loved ones of these 19 20 23
slain children, and to the citizens of Atlanta, Georgia as a
whole, their sincere condolences for the grievous losses
occasioned by these killings; and
WHEREAS, The General Assembly of Maryland desires to
urge the cooperation and united efforts of all appropriate
governmental authorities in the apprehension of the person
or persons responsible for these atrocities; and
WHEREAS, The sincere condolences of the State of
Maryland are hereby extended to the families and loved ones
of the slain and missing children and to the citizens of
