[(5)] (4) The Secretary shall annually prepare
and transmit to the Governor a report on the yearly
incidence of the various types of cancer diagnosed and any
other epidemiologic information that would further medical
understanding of the diagnosis and treatment of cancer.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Heating Oil Storage

FOR the purpose of authorizing the Maryland Environmental
Service Department of General Services to purchase or
Maryland Energy Office to lease heating oil facilities;
providing that the Service Maryland Energy Office may
sublease excess storage capacity to small inner city
jobbers; and directing State agencies to make use of
these facilities.

Preamble

WHEREAS, The State is the largest purchaser of heating
oil; and

WHEREAS, Storage facilities for heating oil would allow
the State to purchase in large quantities and take advantage
of spot market purchases at a savings of 2 to 7 cents per
gallon; and
