(8) THE ATTORNEY GENERAL OR HIS DESIGNEE;
(9) THE ADJUTANT GENERAL OR HIS DESIGNEE;
(10) THE DIRECTOR OF THE MARYLAND INSTITUTE FOR
EMERGENCY MEDICAL SERVICES OR HIS DESIGNEE;
(11) THE DIRECTOR OF THE MARYLAND FIRE AND
RESCUE INSTITUTE OR HIS DESIGNEE;
(12) THE SUPERINTENDENT OF THE MARYLAND STATE
POLICE OR HIS DESIGNEE;
(13) THE STATE FIRE MARSHAL OR HIS DESIGNEE;
(14) THE DIRECTOR OF THE STATE EMERGENCY
MANAGEMENT AND CIVIL DEFENSE AGENCY OR HIS DESIGNEE;
(15) THE CHAIRMAN OF THE MARYLAND FIRE RESCUE
TRAINING COMMISSION OR HIS DESIGNEE; AND
(16) SUCH OTHER MEMBERS AS THE GOVERNOR SHALL,
FROM TIME TO TIME, DEEM APPROPRIATE SUCH MEMBERS AS THE
GOVERNOR SHALL DEEM APPROPRIATE AND DESIGNATE, INCLUDING
FAIR AND REASONABLE REPRESENTATION FOR LOCAL GOVERNMENT AND
REPRESENTATION FOR ORGANIZATIONS REPRESENTING VOLUNTEER FIRE
FIGHTERS AND RESCUE SQUADS.
(B) The Council shall advise the Governor[, the
Secretary and the Director] on all matters pertaining to
[civil defense and disaster preparedness] STATE EMERGENCY
MANAGEMENT AND CIVIL DEFENSE. The members of the Council
shall serve without compensation, but may be reimbursed for
their reasonable and necessary expenses incurred in the
performance of their duties.
6.
(a) The Governor shall have general direction and
control of the [Civil Defense and Disaster Preparedness]
STATE EMERGENCY MANAGEMENT AND CIVIL DEFENSE Agency, and
shall be responsible for the carrying out of the provisions
of this subtitle. In the event of [disaster] THE OCCURRENCE
OR THREAT OF AN EMERGENCY beyond local control, the Governor
may assume direct operational control over all or any part
of [the civil defense and disaster preparedness functions]
ANY EMERGENCY MANAGEMENT FUNCTION [within the State] CREATED
OR AUTHORIZED BY THIS ARTICLE. The Governor may delegate
such powers as he may see fit to the Secretary of Public
Safety and Correctional Services[, and the Secretary may in
turn delegate such powers to] OR the Director.
(b) In performing his duties under this subtitle, the
Governor [may]:
(1) MAY cooperate with the federal government,
with other states, and with private agencies in all matters
