pertaining to the [civil defense and disaster] EMERGENCY
MANAGEMENT AND CIVIL DEFENSE operations of this State and of
the nation[. The Governor];
(2) [may make, amend and rescind the necessary]
MAY ISSUE orders, rules and regulations NECESSARY OR
DESIRABLE to carry out the provisions of this subtitle,
[and] to prepare AND REVISE, AS NECESSARY, a comprehensive
plan and program for the [civil defense and disaster]
EMERGENCY MANAGEMENT AND CIVIL DEFENSE operations of this
State[;], to integrate such plan and program with the [civil
defense and disaster] EMERGENCY MANAGEMENT AND CIVIL DEFENSE
operations plans of the federal government and other states
[to the fullest possible extent], and to coordinate the
preparation of plans and programs for [civil defense and
disaster] EMERGENCY MANAGEMENT AND CIVIL DEFENSE operations
by the political subdivisions of this State[. The Governor
may] ;
(3) [procure] MAY AUTHORIZE THE PROCUREMENT OF
supplies and equipment and [institute] THE INSTITUTION OF
training programs and public information programs and [take
all] other preparatory steps in advance of [actual disaster.
The Governor may] A STATE EMERGENCY;
(4) [make] AUTHORIZE such studies and surveys of
the industries, resources, and facilities in this State as
may be necessary OR DESIRABLE to ascertain the capabilities
of the State for [civil defense and disaster] EMERGENCY
MANAGEMENT AND CIVIL DEFENSE operations and to prepare plans
for the emergency management of resources in accordance with
the national plan for emergency preparedness[. The Governor
may] ;
(5) MAY appoint, in cooperation with local
authorities, directors for the political subdivisions of the
State and may delegate to them any administrative authority
vested in him under this subtitle, and provide for the
subdelegation of any such authority[. The Governor]; AND
(6) [may] MAY delegate his authority under this
subsection to the Secretary of Public Safety and
Correctional Services.
(C) IN ADDITION TO DISASTER PREVENTION MEASURES
INCLUDED IN THE STATE, LOCAL AND INTERJURISDICTIONAL
DISASTER PLANS, THE GOVERNOR SHALL CONSIDER, ON A CONTINUING
BASIS, STEPS THAT COULD BE TAKEN TO PREVENT OR REDUCE THE
HARMFUL CONSEQUENCES OF POTENTIAL DISASTERS. AT HIS
DIRECTION, AND PURSUANT TO ANY OTHER AUTHORITY AND
COMPETENCE THEY HAVE, STATE AGENCIES, INCLUDING BUT NOT
LIMITED TO THOSE CHARGED WITH RESPONSIBILITIES IN CONNECTION
WITH FLOOD PLAIN MANAGEMENT, STREAM ENCROACHMENT AND FLOW
REGULATION, WEATHER MODIFICATION, FIRE PREVENTION AND
CONTROL, AIR QUALITY, PUBLIC WORKS, LAND USE AND LAND-USE
PLANNING, AND CONSTRUCTION STANDARDS, SHALL MAKE STUDIES OF
EMERGENCY PREVENTION-RELATED MATTERS.
