employ professional, technical, clerical, stenographic, and
other personnel within the appropriations and (except as to
the position of Director) subject to the conditions and
limitations contained in Article 64A of the Annotated Code
of Maryland (1957 Edition, as amended from time to time),
and the Director may make such expenditures within the
appropriations, or from other funds made available to him
for purposes of [civil defense and disaster preparedness]
EMERGENCY MANAGEMENT, as may be necessary, to carry out the
purposes of this subtitle.

(c) The Director [is the executive head of the State
Civil Defense and Disaster Preparedness Agency and] is
responsible to the Governor and the Secretary of Public
Safety and Correctional Services for carrying out the STATE
EMERGENCY MANAGEMENT program [for civil defense and disaster
preparedness for the State of Maryland]. [He] ON THOSE
OCCASIONS WHEN THE GOVERNOR SHALL HAVE FORMALLY DECLARED THE
THREAT OR EXISTENCE OF A STATE EMERGENCY, THE DIRECTOR shall
coordinate the activities of all organizations for [civil
defense and disaster] EMERGENCY MANAGEMENT AND CIVIL DEFENSE
operations within the State [and]. HE shall maintain
liaison with and cooperate with [civil defense] EMERGENCY
MANAGEMENT AND CIVIL DEFENSE agencies and organizations of
other states and of the federal government.

5.

(A) There is [a Civil Defense and Disaster
Preparedness] AN EMERGENCY MANAGEMENT Advisory Council[,
consisting of such number of persons as the Secretary of
Public Safety and Correctional Services shall determine, all
of whom shall be appointed by the Secretary with the
approval of the Governor and shall serve during the
Secretary's pleasure]. THE COUNCIL SHALL BE COMPOSED OF THE
FOLLOWING MEMBERS:

(1) THE SECRETARY OF PUBLIC SAFETY AND
CORRECTIONAL SERVICES OR HIS DESIGNEE;

(2) THE SECRETARY OF NATURAL RESOURCES OR HIS
DESIGNEE;

(3) THE SECRETARY OF HEALTH AND MENTAL HYGIENE
OR HIS DESIGNEE;

(4) THE SECRETARY OF HUMAN RESOURCES OR HIS
DESIGNEE;

(5) THE SECRETARY OF TRANSPORATION OR HIS

DESIGNEE;

(6) THE SECRETARY OF PLANNING OR HIS DESIGNEE;

(7) THE SECRETARY OF ECONOMIC AND COMMUNITY
DEVELOPMENT OR HIS DESIGNEE;
