(4) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect on July June 1, 1981, contingent upon the
taking effect of Chapter _____ of the Acts of 1981 (11r0956)
(H.B. ----------of 1981) (S.B. 832) (llr2291) or (H.B. 1264)
(llr2292), concerning the establishment of programs of
financial assistance for energy projects, or Chapter---- of
the Acts of 1981 (S.B. 343) (llr2079) or (H.B. 654)
(llr0956), concerning the establishment of an energy saving
device loan program. Should that measure both measures fail
of enactment, this Act shall be null and void without the
necessity of further action by the General Assembly.

AN ACT concerning
Energy Conservation Building Standards
FOR the purpose of requiring that builders certify to
electric companies that certain new buildings
constructed during a certain period meet certain energy
conservation standards; defining terms; exempting
buildings constructed within the boundaries of certain
political subdivisions; prohibiting electric companies
from providing electric service to those buildings if
the certification has not been provided; requiring that
the certificates and waivers filed with an electric
company be available for to the public inspection and
reproduction; providing for waivers to the requirement
for certification under certain circumstances;
requiring that certain purchasers of a building shall
be provided with a copy of the certificate or the
waiver; establishing civil liability for a certain
period for builders who fail to comply with the energy
conservation standards required for certification and
in certain instances holding corporate officers liable;
providing certain time requirements to bring certain
actions; establishing certain criminal liability;
providing that certain acts or omissions under this Act
may constitute unfair or deceptive trade practices
under the Consumer Protection Act; and generally
establishing a program to institute certain energy
conservation standards for certain new buildings.
