Preamble

WHEREAS, A substantial portion of the energy consumed
in Maryland is utilized in the heating and cooling of
buildings; and

WHEREAS, The promotion of policies designed to improve
the energy efficiency of buildings is in the public interest
of the citizens of this State as a means to reduce the
nation's dependence on imported oil, to reduce the depletion
of nonrenewable energy resources, and to lessen the impact
of rising energy costs on the consumer; and

WHEREAS, Toward this end, the General Assembly did
adopt in 1978 legislation providing for the promulgation of
a set of statewide energy guidelines generally applicable to
all newly constructed buildings, but experience has
demonstrated that an effective enforcement mechanism is
needed if the policy of promoting energy efficiency in newly
constructed buildings is to further advance; and

WHEREAS, In order to achieve this end, new buildings
utilizing electricity should meet certain standards; now,
therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
