(6)  IF IT BECOMES NECESSARY TO PROVIDE A
SUBSTITUTE HEARING OFFICER FOR A MEMBER OF THE PANEL CHOSEN
BY THE METHOD PRESCRIBED IN PARAGRAPH (5) OF THIS
SUBSECTION, THE BOARD SHALL CHOOSE FROM THE LIST IN ROTATING
ALPHABETICAL SEQUENCE THE NEXT AVAILABLE PERSON.

(7)  THE BOARD SHALL MAINTAIN AND MAKE PUBLICLY
AVAILABLE A COMPLETE RECORD OF ALL REQUESTS, SUCCESSFUL OR
NOT, OF HEARING OFFICERS TO SERVE ON PANELS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Dams or Obstructions - Water Quality or
Aquatic Habitat

FOR the purpose of requiring that, consistent with certain
requirements, a person who owns or operates a dam or
obstruction on the waters of the State used for the
generation of electric power must and the Secretary of
Natural Resources shall cooperate to assure the release
of a sufficient flow of impounded water, as determined

by the Secretary of the Department of Natural

Resources, to maintain and enhance to maintain water
quality and aquatic habitat below the dam or
obstruction.
