than 2,500 feet;

(2)  Intergovernmental lease transactions;

(3)  Lease transactions where the State is the

lessor;

(4)  Lease transactions when the space is located
outside of this State; and

(5)  Lease transactions declared to be an
emergency situation by the Secretary of the Department of
General Services.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.
