CHANGE OR PROMULGATE RULES AND REGULATIONS NOT LESS THAN 30
DAYS IN ADVANCE OF THE ACTION EFFECTIVE DATE OF THE PROPOSED
RULES AND REGULATIONS IN A NEWSPAPER OF GENERAL PUBLICATION
IN BALTIMORE COUNTY AND SHALL AFFORD ALL INTERESTED PERSONS
A REASONABLE OPPORTUNITY TO SUBMIT DATA OR VIEWS ORALLY OR
IN WRITING PRIOR TO THE EFFECTIVE DATE OF THE PROPOSED RULES
AND REGULATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Talbot County - Public Service Commission - Water
Supply Service Area

FOR the purpose of requiring the Public Service Commission
to grant a certificate of authority to certain
municipalities in Talbot County to establish and supply
certain water service areas outside of the municipal
boundaries.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 78 - Public Service Commission Law

55.

(A) Upon written application of any county, sanitary
district, or municipal corporation of this state, the
Commission shall fix or alter the rates (and only the rates)
for water supplied within the boundaries of the applicant by
any other county or municipal corporation, as if the
supplying subdivision were a water company. This section
shall not apply to Allegany County. Nothing herein shall be
construed to affect §§ 345 and 347 of the Code of Public
Local Laws of Baltimore County (1948 Edition).
