than that which he currently holds, the applicant shall pay
the Administration a license fee of [$15] $20. This fee
covers issuance of a learner's permit and, if the applicant
qualifies before the learner's permit expires, issuance of a
driver's license.

(2) If a learner's permit is not required, the
applicant shall pay the Administration, when the driver's
license is issued, a license fee of [$15] $20.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.
