[(10) A synopsis of all laws enacted during each
session of the General Assembly and bills introduced each
session;

(11)] (9) Every document required to be
published IN THE REGISTER by [the Maryland Architectural and
Engineering Services Act] BY ARTICLE 21 (PROCUREMENT); and

[(12)] (10) Any other document the General
Assembly requires or AELR Committee permits to be published
unless otherwise privileged.

(c) (1) THE FREQUENCY OF PUBLICATION OF THE MARYLAND
REGISTER SHALL BE GOVERNED BY THE FOLLOWING REQUIREMENTS:

(I)  The Register shall be published at
least once every two weeks and shall contain every
previously unpublished document in any category listed in
subsection (b) and filed with the division prior to the
closing date and hour of the issue.

(II)  The closing date and hour shall
appear on the first page of the issue.

(III)  WITH THE APPROVAL OF THE AELR
COMMITTEE, THE ADMINISTRATOR MAY ALTER THE EVERY 2 WEEKS
PUBLICATION REQUIREMENT BY NOT MORE THAN 3 DAYS IN ORDER TO
AVOID CONFLICTS WITH STATE OR NATIONAL HOLIDAYS.

(IV)  THE ADMINISTRATOR SHALL GIVE AT LEAST
30 DAYS NOTICE IN THE REGISTER WHEN AN ALTERATION IN THE
DATE OF PUBLICATION IS TO OCCUR.

(4) The AELR Committee may provide for the more
frequent publication of the Register, OR OF SOME PORTION OR
PORTIONS OF THE REGISTER, as circumstances require.

(F) A REQUEST BY ANY AGENCY FOR THE PUBLICATION OF A
NOTICE OF A HEARING OR MEETING MUST BE FILED WITH THE
DIVISION OF STATE DOCUMENTS AT SUCH A TIME THAT THE ISSUE
DATE OF THE REGISTER IN WHICH THE NOTICE IS PUBLISHED WILL
BE AT LEAST 5 DAYS PRIOR TO THE HEARING OR MEETING.

(b) If notice of hearing, OF MEETING, or of
opportunity to be heard is required or authorized to be
given by an agency under any law, or otherwise properly may
be given, the notice, except in cases where notice by
publication is insufficient in law, is deemed to have been
given to all persons residing within the State, and to all
persons owning or having any interest in any property
located within it, if the period between the date of
