and renewal of [certificates] LICENSES and its other
services.

16-301.

(a) Except as otherwise provided in this section, an
individual -hall be [certified] LICENSED by the Board before
the individual may [use as a title or describe the services
the individual provides by use of the words "psychological",
"psychologist", or "psychology"] PRACTICE PSYCHOLOGY IN THIS
STATE.

(c) The Board may authorize an UNLICENSED individual
[who is not certified] to [use as a title or to describe the
services the individual provides by use of the words
"psychological", "psychologist", or "psychology"] PRACTICE
PSYCHOLOGY, subject to any limitations the Board imposes,
if:

(1)  The Board finds that the circumstances
warrant; and

(2)  The individual:

(i) Is not a resident of this State; and

(ii) Meets the qualifications, other than
residence and examination, for a [certificate] LICENSE.

16-302.

(a) To qualify for [certification] A LICENSE, an
applicant shall be an individual who meets the requirements
of this section.

(g) (2) The Board may [certify] ISSUE A LICENSE TO an
applicant who is neither a resident of this State nor
practicing in this State if the applicant shows that [the
certification] ISSUING THE LICENSE would be in the interest
of the citizens or government of this State.

16-303.

To apply for [certification] A LICENSE, an applicant
shall:

(1)  Submit a verified application to the Board
on the form that the Board requires; and

(2)  Pay to the Board the application fee set by
the Board.

16-304.

(a) An applicant who otherwise qualifies for
[certification] A LICENSE is entitled to be examined as
provided in this section.
