(E)(1) THE BOARD OF COUNTY COMMISSIONERS OF FREDERICK
COUNTY MAY LEVY TAXES TO PROVIDE WORKMEN'S COMPENSATION
BENEFITS TO MEMBERS OF APPROVED VOLUNTEER FIRE AND RESCUE
SQUAD COMPANIES.

(2) ALL VOLUNTEER MEMBERS OF FIRE AND RESCUE
COMPANIES APPROVED BY THE BOARD OF COUNTY COMMISSIONERS OF
FREDERICK COUNTY, WHILE ACTUALLY ON DUTY AS FIREMEN OR
RESCUE SQUADSMEN AND AS MEMBERS OF SUCH VOLUNTEER FIRE
COMPANIES OR RESCUE SQUADS, SHALL BE DEEMED WORKMEN FOR
WAGES AND ENGAGED IN EMPLOYMENT WITHIN THE MEANING OF THIS
ARTICLE.

(3) THE MEMBERS SHALL BE DEEMED TO BE ON DUTY
WITHIN THE MEANING HEREOF WHEN THEY ARE:

(I) FIGHTING A FIRE OR WHILE ENGAGED AS
MEMBERS OF ANY AMBULANCE, FIRST AID OR RESCUE SQUAD;

(II) PERFORMING WORK OR DUTIES ASSIGNED TO
THEM BY THE COMPANIES, SQUADS, OR WRITTEN BYLAWS OR RULES OF
GOVERNMENT ADOPTED FOR THE COMPANIES OR SQUADS; OR

(III) GOING TO OR RETURNING FROM THE

PERFORMANCE OF ANY OF THE ACTIVITIES ENUMERATED IN

SUBPARAGRAPHS (II) AND (III) OF THIS PARAGRAPH WHILE RIDING
IN OR DRIVING A VOLUNTEER FIRE OR RESCUE VEHICLE.

(4) MEMBERS ATTENDING SOCIAL FUNCTIONS NOT

REQUIRED BY WRITTEN BYLAWS OR RULES MAY NOT BE DEEMED ON
DUTY.

(5) COMPENSATION FOR DEATH OR INJURY SHALL BE AS
PROVIDED IN SUBSECTION (B) OF THIS SECTION.

(a) All members of all volunteer fire companies in
Caroline, Kent, Howard, Anne Arundel, Calvert, FREDERICK,
and Queen Anne's counties, all members of all rescue squads
in Caroline, Kent, Anne Arundel, Calvert, FREDERICK, and
Queen Anne's counties, all members of all volunteer fire
companies and rescue squads in Prince George's County which
receive payments of funds as provided in § 650 of the Public
Local Laws of Prince George's County, and all members of the
Laurel Volunteer Rescue Squad in Prince George's County,
while actually on duty as firemen or rescue squadmen and as
members of such volunteer fire companies or rescue squads,
shall be deemed workmen for wages and engaged in
extra-hazardous employment within the meaning of this
article. All such members shall be deemed to be on duty
within the meaning hereof whenever they are (a) fighting a
fire or while engaged as members of any ambulance, first
aid, or rescue squad created within such fire companies; or
(b) performing work or duties assigned to them by such
companies or squads or by the written bylaws or rules of
government adopted for such companies or squads; or (c)
