AN EMERGENCY ACT to amend Chapter 2, title
"Administration", Montgomery County Code 1972, as amended,
by repealing and reenacting with amendments Section 2-25(h)
title "Composition and functions of office of the chief
administrative officer; In State affairs section" for the
purpose of creating a new principal office within the Office
of the Chief Administrative Officer.

Effective Date January 26, 1979.

Chapter 50

AN EMERGENCY ACT to amend Subsection 8-13(b) of Section
8-13, title "Rules and Regulations" of Article II, title
"Administration" of Chapter 8, title "Buildings" of the
Montgomery County Code, 1972, as amended, to add a provision
which requires rules and regulations to be effective on
their adoption in accordance with procedures set forth in
Section 2-105 of this Code and upon their approval by the
County council.

Effective Date February 15, 1979.

Chapter 51

AN EMERGENCY ACT to amend Chapter 20, title "Finance"
of the Montgomery County Code, 1972, as amended, to provide
a new Section 20-1, title "Authorization of Special Capital
Improvement Projects by Law" to implement amendments to
Charter Section 302; to provide a definition of special
capital improvement projects covered thereunder; to
establish a procedure for identifying and authorizing those
projects which are to be classified as special capital
improvement projects for purposes of Section 302; to provide
for a duration under which an approved project is not
subject to renewal of the authorization procedure; to exempt
emergency projects from the provisions of this Act; and to
require the enactment of a law authorizing such projects
prior to appropriating funds for their implementation and to
establish the applicability of their procedures to certain
projects already under appropriation.

Effective Date February 23, 1979.
