moderately priced dwelling units be no less than the number
of increased units allowable under the optional zoning
provisions permitted under Chapter 25A-5 for the town sector
or planned neighborhood zones; to clarify restrictions on
purchaser's leasing moderately priced dwelling units; to
define the term "date of original sale or rental;" to give
the Housing Opportunities Commission 45 days in which to
exercise its option on one-third of the moderately priced
dwellings; to provide for a single formula for the resale
price determination for moderately priced dwelling units
which includes a cost of living increase, allowance for
closing costs, but not brokerage fees; to provide that the
Housing Opportunities Commission shall be a purchaser of
last resort under certain circumstances; and to make certain
technical corrections.

Chapter 22
AN ACT to establish a uniform system of boards,
committees and commissions in Montgomery County government;
to provide for categories of committees according to
function, responsibility and workload; to provide for
different compensation for the different categories of
committees; to require that the terms of committees be
established and make provision for expiration at the end of
such terms unless renewed; to provide for periodic review of
the committee system; to require periodic reports from
committees; and to establish criteria for committee
appointments and procedures for the conduct of committee
meetings.

AN EMERGENCY ACT to amend Chapter 24, title "Health and
Sanitation", of the Montgomery County Code 1972, as amended,
by the addition thereto of a new Article V, title "Local
Alcoholism Advisory Council" to establish, pursuant to State
law, a local Alcoholism Advisory Council to be appointed by
the County Executive subject to confirmation by the County
Council; to specify the composition of the Council and the
terms of office for members on the Council; to provide for
the annual election of officers of the Council; to authorize
the Council to designate subcommittees; to specify ex
officio membership on the Council; to specify meeting,
quorum, voting and attendance requirements for the Council;
to deal with the matter of compensation and reimbursement
