Chapter 19

AN EMERGENCY ACT to amend Chapter 44, title, "Schools
and Camps" of the Montgomery County Code, 1972, as amended,
to add a new Article I, entitled, "School Facilities
Utilization Act", including therein Sections 44-1 through
44-5, to provide for a statement of purpose; to define
certain terms; to establish an inter-agency coordinating
Board and assign the Board certain responsibilities, and to
provide for membership appointment, terms of office, and
meetings, and termination in the event of non-attendance; to
establish the position of Director of Community Use of
Educational Facilities and Services, and to assign the
Director certain responsibilities and duties; to establish
an inter-agency advisory committee to advise the Board and
Directors; and to establish an enterprise fund to handle
receipts and disbursements and to provide for a system of
accounts.

Effective Date October 26, 1978.

Chapter 20

AN EMERGENCY ACT to amend Subsection 27-48(a) of
Section 27-48, title "Commission on Children and Youth";
Subsection 27-5(a) of Section 27-51, title "Commission on
Handicapped Individuals"; and Section 27-52, title "Duties
and Responsibilities"; all of Chapter 27, title "Human
Relations and Civil Liberties of the Montgomery County Code
1972, as amended, to provide for a revision in the terms of
office of members of the Commission on Children and Youth;
to revise the composition of membership and specify the
terms of office for the Commission on Handicapped
Individuals; and to add certain budget review functions to
the responsibilities of the Commission on Handicapped
Individuals.

Effective Date October 26, 1978.
