confirmation by the County Council; to remove the
requirement that the County Council confirm the appointment
by the County Executive of the executive director of the
Office of Consumer Affairs and to make technical corrections
with respect to the Office of Landlord-Tenant Affairs.

Chapter 17

AN EMERGENCY ACT to amend Section 2A-7, title
"Prehearing Procedure" Chapter 2A, title "Administrative
Procedures Act" of the Montgomery County Code, 1972, as
amended; to exempt Landlord-Tenant Commission fact-finding
hearing regarding rental guideline matters; to provide for
clarification regarding the restrictions on data subject to
discovery provisions; and to amend Subsection 27-7(b), title
"Investigation" of Article I, title "Commission on Human
Relations" of Chapter 27, title "Human Relations and Civil
Liberties" of the Montgomery County Code, 1972, as amended,
to clarify those documents or materials subject to
prehearing discovery; to repeal in its entirety the
duplicative provisions of Section 27-37A, title "Other
Commission Panel Awards and Remedies" which had been
previously enacted as Subsection 27-7(k) both of the same
chapter; and to specify that this Act shall take effect
immediately.

Effective Date September 28, 1978.

Chapter 18

AN ACT to amend Sections 24-34, title "Mental Health
Advisory Committee — Established; Composition; Appointment;
Term; By-Laws"; 24-35, title "Same - Officers;
Subcommittees; Ex Officio Members"; 24-36, title "Same -
Meeting; Quorum; Voting"; 24-38, title "Same - Functions and
Responsibilities"; and 24-40, title "Application of
Article", all of Article IV, title "Mental Health" of
Chapter 24, title "Health and Sanitation", of the Montgomery
County Code 1972, as amended, to conform this Article to the
amendments of State law recited in Chapter 323, Laws of
Maryland 1978, revising the composition of the Mental Health
Advisory Committee and to conform the Article to other
amendments to the Montgomery County Code made subsequent to
its original enactment and to make certain technical
changes.

Effective Date December 13, 1978.
