and qualification requirements; to provide a procedure by
which the amount of rent supplement is to be established and
paid; to establish an application process and administration
of said program; to provide for certain penalties; to
provide for report and termination date for rent relief and
rent supplement program; and to provide for the provisions
of the law to take effect July 1, 1978.

Effective Date July 20, 1978.

Chapter 3

AN EMERGENCY ACT to amend subsection 52-16C(c), title
"Taxable Value of Real Property on the Date of Recognition"
of Section 52-16C, title "Real Property Tax Recapture" of
Chapter 52, title "Taxation", Montgomery County Code 1972,
as amended, to permit the property recapture tax on
"Homestead Property" to be calculated consistent with the
recent change in the State inflation allowance for such
property.

Effective Date July 20, 1978.

Chapter 4

AN EMERGENCY ACT to amend Chapter 2, title
"Administration" of the Montgomery County Code, 1972, as
amended; to change the name of the Office of Human Resources
and to assign new duties and responsibilities to that
Office; to amend Chapter 27, title "Human Relations and
Civil Liberties" of the Montgomery County Code, 1972, as
amended, to add a new Article V, title "Commission on
Children and Youth"; to provide for a statement of
legislative policy regarding children and youth; to
establish a commission on children and youth and provide for
appointment of members, initial appointments, terms of
office, vacancies, chairman, compensation, meetings, staff
services and appointment of an executive secretary; and to
provide for the commission's duties and responsibilities; to
add a new Article VI, Title "Commission on Handicapped
Individuals" to provide for a statement of policy regarding
handicapped individuals; to establish a commission on
handicapped individuals and provide for appointment of
members, initial appointments, terms of office, ex-officio
memberships, vacancies, chairman, compensation, meetings,
staff services, and appointment of an executive secretary;
and to provide for the commission's duties and
responsibilities.

Effective Date July 24, 1978.
