AN ACT to amend Sections 1.300(c)(1) and 1.303(h) of
Title I "Administration" Subtitle 3 "Exempt Service" of the
Howard County Code to provide for the addition and deletion
of positions and for adjustments in the pay grades and
salary ranges.
Effective Date February 2, 1980.

AN ACT repealing and re-enacting portions of Subtitle 4
"Howard County Cable Television Franchise Act" of Title 14
"Licenses, Inspections and Permits" of the Howard County
Code to provide for changes in the definition of two-way
capability, to add certain requirements of technical
feasibility and basic service, to establish a minimum
density requirement for the furnishing of service within the
District, to permit certain changes in the rate structure no
more than once each year without consent of the County
Council, to provide for a mechanism for the extension of the
franchise for an additional period of fifteen years upon
expiration of the original term, and to provide for other
matters related to the provision of cable television
services to the public.
Effective Date February 5, 1980.

AN ACT repealing Title 17 "Public Protection", Subtitle
3 "Dogs" by renaming the Subtitle and re-enacting same to
provide definitions; to provide for the establishment of the
Animal Matters Hearing Board and for its duties and
responsibilities; to provide for the Animal Control Officer
and for his duties and responsibilities; to provide for the
adoption of animals; to provide for a spaying/neutering
program; to regulate animals and fowl in the County; to
provide for the finding and control of public nuisances; to
provide for dog licenses; and to further govern animal
control in Howard County.
Effective Date December 12, 1979.
