penalties and enforcement provisions for violations of this
ordinance; generally prohibiting County officials and
employees from acting officially where there is a conflict
of interest, with certain exceptions; disqualifying members
of the County Council from voting or attempting to influence
legislation where there is a conflict of interest, with
certain exceptions; REQUIRING THE COUNTY EXECUTIVE TO FILE
CERTAIN STATEMENTS REGARDING A CONFLICT OF INTEREST UNDER
CERTAIN CIRCUMSTANCES; imposing certain employment and
representational restrictions on certain current and former
officials and employees; prohibiting officials and employees
from having interests in certain entities under certain
circumstances; prohibiting an official or employee from
using his office for private gain; imposing certain
restrictions upon the acceptance of gifts by certain
persons; prohibiting the disclosure of confidential
information by certain persons under certain circumstances;
requiring certain persons to seek certain opinions;
requiring certain persons file certain financial disclosure
and lobbying disclosure statements; prohibit persons from
being employed for contingent compensation under certain
circumstances; requiring members of the Personnel Board and
Recreation Advisory Board to file certain statements; and
generally relating to the regulation, control, and subject
matter of conflicts of interest, financial disclosure,
lobbying disclosure, and ethical conduct on the part of
County officials and employees.

AN ORDINANCE to repeal and reenact, with amendments,
Sections 15-410(f)(4), (5) and (g) of the Anne Arundel
County Code (1967 Edition and Supplements), Title 15,
"Public Works", Subtitle 4, "Water and Wastewater", and to
add new Section 15-410(g) to said Code, Title and Subtitle,
and to repeal and reenact, with amendments, Sections
17-612(a), (b) and (c) of said Code, Title 17, "Taxation",
Subtitle 6, "Water and Wastewater Charges and Assessments",
and to repeal Section 17-613 of said Code, Title and
Subtitle, to change certain front foot benefit assessment
calculation methods, to provide for uniform front foot
assessments for certain projects, to establish certain front
foot assessment procedures and rate standards for approved
petitioned water and wastewater projects, changing certain
maximum assessment rates, and generally relating to changes
in the determination of an application of front foot benefit
assessments imposed on public water and wastewater systems.
