Senate; three members of the House of Delegates
appointed by the Speaker of the House, the
Secretaries of Personnel, Human Resources,
Licensing and Regulation and Economic and
Community Development or their designees; the
Superintendent of Education or his designee; a
Chairman and five additional members appointed by
the Governor, one of whom shall be a
representative of the Maryland State AFL-CIO and
one of whom shall be a representative of the
Maryland Chamber of Commerce;
2. The Task Force on Youth Employment shall
coordinate with the Youth Committee of the State
Employment and Training Council, established by
Executive Order 01.01.1979.15;
3. The Task Force shall make recommendations
concerning the following:
(a) the appropriateness of amendments to
the provisions of the Employment of Minors Law
regulating hours of work of persons between the
ages of 16 and 18 (Art. 100, Sections 11(c)
through (e)) and the appropriateness of
conforming State restrictions to those contained
in the federal Fair Labor Standards Act;
(b) the appropriateness of amendments to
the experience rating provisions of the
Unemployment Insurance Law, Article 95A, Section
8, to exclude work experience of younger
employees from the formula utilized to compute
the employer contribution rate;
(c) the appropriateness of amendments to
the provisions of the Wage and Hour Laws (Art.
100, Section 81-93A) to conform exemption
provisions as applied to young employees to
exemption provisions of the Federal law designed
to encourage or accommodate youth employment and
to alter the application of the prevailing wage
laws (Art. 100, Sections 91 and 105A) to young
workers;
(d) the appropriateness of revision of the
requirement of Article 100, Section 38, that
persons between the ages of 16 and 18 obtain work
permits;
(e) the appropriateness of application to
young workers of the provisions for State income
tax withholding in Article 81, Section 312, and
inclusion in group life and health insurance
plans in Article 48A, Section 418(1) and 471;
