EXECUTIVE ORDERS

01.01.1980.07
YOUTH EMPLOYMENT

WHEREAS, Unemployment of young persons is, and has been a
major social problem in Maryland by reason not only of
the difficulties normally attendant on unemployment but
also the failure of many individuals to develop at an
early age sound work habits and attachment to the labor
force; and

WHEREAS, The reported unemployment rate of young persons in
Maryland in fiscal 1980, according to the Department of
Human Resources, is 12% with respect to persons between
the ages of 16 and 21 and with respect to various
subgroups in the population, such as minority youth
between the ages of 16 and 21 in the Baltimore
metropolitan area ranges up to 35%; and

WHEREAS, Recent Federal studies, including the Report of
the National Commission for Employment Policy and the
Vice President's Task Force on Youth Employment,
suggest a coming redirection of Federal youth
employment programs away from publicly created jobs and
toward better integration of schools with job
opportunities in the private sector; and

WHEREAS, Two Maryland Study Commissions - the Governor's
Commission to Study Child Labor Laws appointed in 1975
and the Task Force on the Interrelationship of
Maryland-Federal Employment Standards created in 1977
have rendered reports of limited scope suggesting the
removal of certain legal impediments to, and burdens
upon, youth employment and their hearings and reports
suggest the desirability of a broader study, including
matters beyond the charge of those Commissions, which
will make full use of the materials developed by them;
and

WHEREAS, Maryland State government sponsors various
programs of vocational education, apprenticeship and
industrial training, and summer and part-time State
employment that are in need of coordination and
improvement, and its General Assembly has displayed an
interest in various proposed subsidized employment and
tax credit programs which require and deserve full
study.

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND,
PURSUANT TO ARTICLE II, SECTION 24 OF THE CONSTITUTION,
DO ORDER AS FOLLOWS:

1. There is hereby created a Task Force on Youth
Employment composed as follows: three members of
the Senate appointed by the President of the
