EXECUTIVE ORDERS
Governor, and two members from the public at
large, appointed by the Governor, and, as ex
officio non-voting members, the Secretaries of
Licensing and Regulation, Natural Resources,
Health and Mental Hygiene, and Economic and
Community Development, or their designees. The
Chairman of the Task Force shall be designated
from among the members by the Governor. The
members of the Task Force will elect a
Vice-Chairman from among the membership. The
Chairman may appoint with the assent of the Task
Force additional non-voting members to serve on
subcommittees, which shall be presided over by
members of the Task Force.
3. The members of the Task Force shall receive
no compensation but may receive such expenses as
are provided annually in the budget, or by budget
amendment.
4. Six members of the Task Force shall
constitute a quorum.
5. Staff assistance to the Task Force shall be
provided by the Executive Department and by the
Departments of Licensing and Regulation, Economic
and Community Development, Health and Mental
Hygiene, and Natural Resources.
6. The Task Force is directed to render a final
report to the Governor and to the General
Assembly prior to November 1, 1980 and an Interim
Report prior to November 1, 1979 concerning, but
not limited to, the following matters:
(a) Possible adoption of a general State
law applicable to State and/or local permit
issuances requiring reasonably prompt action upon
applications and providing legal remedies for
non-compliance;
(b) The elimination of overlapping permit
and other reporting requirements in State
regulatory legislation;
(c) The review and improvement of the
consolidated permit procedures provided by
Article 78A Section 56-66 with a view toward more
effective utilization;
(d) The elimination of trivial State and
local revenue licenses;
(e) The elimination of significant
