excess weight over the weight limit for the
vehicle or $60. The statutory and administrative
procedures that are available under the present
law for the enforcement of truck weight limits
shall be applicable for purposes of enforcing
this Order. These procedures include, but are
not limited to, the proceedings applicable to
nonresidents under § 27-105(e) of the
Transportation Article.
10. If any provision of this Order or the
application thereof to any person or circumstance
is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not
affect other provisions or any other application
of this Order which can be given effect without
the invalid provision or application, and for
this purpose the provisions of this Order are
declared severable.
11. This Order is effective at 12:01 a.m.,
Tuesday, July 10, 1979, subject to the approval
of the Committee on Administrative, Executive, and
Legislative Review, and shall remain effective
until October 1, 1979 unless rescinded prior to
that date. At 12:01 a.m. on October 1, 1979, and
with no further action required, this Order shall
be abrogated and of no further force and effect.

WHEREAS, By Article II, Section 24, of the Constitution of
Maryland, the Governor may make changes in the
organization of the Executive Branch of the State
Government; and
WHEREAS, By Act of the General Assembly, Article 41,
Section 15C, of the Annotated Code of Maryland (1978
Replacement Volume), the Governor is responsible for
the continuing review of executive organizations; and
WHEREAS, Pursuant to the recommendation of the Governor's
Salary Commission and in the interest of governmental
efficiency, it is desirable to reassign the Operation
and Maintenance of Government House Program, Department
of General Services-Annapolis Buildings and Grounds, to
the Executive Department-Governor;
