THIS ALTERNATIVE PROCEDURE MAY BE COMMENCED: (a)
BY A PEACE OFFICER FILING A MISCELLANEOUS
INCIDENT REPORT WITH THE MOTOR VEHICLE
ADMINISTRATOR; OR (b) BY ANY OTHER PERSON FILING
A WRITTEN COMPLAINT, UNDER PENALTY OF PERJURY,
WITH THE ADMINISTRATOR, IN SUCH FORM AS THE
ADMINISTRATOR SHALL REQUIRE. NO NOTICE SHALL
ISSUE AND NO HEARING SHALL BE HELD UNTIL THE
ADMINISTRATOR OR HIS DESIGNEE DETERMINES THAT
SUCH ACTION IS WARRANTED.
6. PEACE OFFICERS ALSO ARE AUTHORIZED TO ISSUE
CITATIONS IN ACCORDANCE WITH § 26-201 OF THE
TRANSPORTATION ARTICLE AND MARYLAND DISTRICT RULE
710(B) FOR ALLEGED CRIMINAL VIOLATIONS OF THIS
EXECUTIVE ORDER. SUCH CITATIONS MAY BE STATED ON
THE UNIFORM FORM FOR MOTOR VEHICLE CITATIONS.

WHEREAS, The Governor of Maryland did on November 14, 1973,
proclaim that a state of emergency existed within the
area constituting the entire State of Maryland by
reason of an acute shortage in usable energy resources;
and
WHEREAS, The acute shortage of fuel for motor vehicles has
recently resulted in the panic buying and hoarding of
gasoline, and also considerable inconvenience to
persons who are forced to wait in line for long periods
in order to purchase gasoline; and
WHEREAS, This situation has further resulted, and will, if
not alleviated, continue to result in many people being
unable to obtain gasoline at all, thereby creating
serious potential health and safety problems, as well
as a major disruption in their daily lives, including
their inability to travel to and from work and obtain
food and other necessary supplies; and
WHEREAS, These problems engendered by the acute shortage of
gasoline may be alleviated by the distribution of
gasoline on certain days only to operators of certain
specified motor vehicles and by imposition of minimum
