House Bill No. 1986
AN ACT concerning
Garrett County - Property Tax Liens
FOR the purpose of providing that unpaid personal property
taxes become a lien on the personal and real property
of the owner in Garrett County, after a certain date;
relating generally to the effect of unpaid taxes on
personal property in Garrett County; and making this
Act an emergency measure.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1986.
This bill amends Article 81, Section 70(b) and (c) of
the Annotated Code of Maryland by adding Garrett County to
the list of counties which are subject to the provisions of
both of those subsections. These present subsections
provide for two different manners of treating personal tax
liens.
Senate Bill 626 repeals the dual provisions under
Section 70(b) and (c) and substitutes a new subsection (b),
which provides uniform provisions to apply throughout the
State to govern the nature of the personal property tax lien
and the conditions for its application.
I favor the statewide uniformity for the imposition of
personal property tax liens provided under Senate Bill 626,
which I signed on May 27, 1980. Since the approach that
would be perpetuated under House Bill 1986 is inconsistent
with Senate Bill 626, I have decided to veto House Bill
1986.
