House Bill No. 1956

AN ACT concerning

Vehicle Laws - Right-of-Way - Blind or
Deaf Pedestrians

FOR the purpose of allowing certain blind or deaf
pedestrians to have the right-of-way at intersections
which have traffic control signals; and deleting a
requirement pertaining to the position at which a blind
pedestrian must hold a cane in order to have the
right-of-way at certain crossings and intersections;
and making certain technical changes to the language of
certain provisions of the Annotated Code of Maryland.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1956.

This bill provides that blind or partially blind
persons shall have the right-of-way at intersections
regulated by traffic signals and deletes the requirement.

Senate Bill 804, which was enacted by the General
Assembly and signed by me on May 6, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1956.
